All z-wave switches need neutral wires. It has to have power and neutral to keep the switch powered up for the z-wave. If you don’t have a neutral you need to run a neutral.
The jumper wire is there to hook from the neutral wire nut to the switch. Usually in newer house the white wires are wire nutted together in the back of the box but not hooked up to the switch.

You are right! The white wires were stuffed in the back of the switch box. I hooked up the red, the black and ran the jumper from the neutral to the bundle of whites and reattached the nut and added electrical tape! Now I just have to pair it to the Vera and see if it works! 
I’m still having a bit of problem getting the switch to pair with my Vera. I remember having a beast of a time getting an electrical switch I installed last year to pair as well, so I’m not sure if it is my Vera, the fan controller or if there is an issue with the electrical.
The other switch works fine in the gang, so I think the electric is wired correctly. I think the issue is the Vera. I may run a long CAT 5 cable from my router so I don’t have to pair the Vera using batteries.

How are you currently doing it? How far is it form the controller?
I put the Vera Lon battery mode and carried it to the switch. I just think the Vera does not work as well on batteries.
I never use batteries and besides the veralite no other veras have batteries anyways. i always use full power inclusions from the ui without moving the vera.
