I have several hue lights that work great with IFTTT and the weather (lights turn on at sunset, change to blue if it rains…). I also have a z wave plug with a small heater plugged into it. Since there is no IFTTT integration, has someone figured out how to turn the heater on if the temperature drops below a certain temp? In other words, I want to turn on the heater in my bathroom during the week if the temp gets below 50 degrees.

That doesn’t help me very much. I guess I am spoiled with Hue, Wimo and IFTTT.
My trigger event is ‘the weather’, not what to do when a door opens.

So what’s the difference?
There is a weather plugin and the same pattern would work.
I guess the difference is that hue and wemo have a simple interface that even a noob can figure out and z wave doesn’t have an iOS app interface or documentation that is straight forward to use.
You say there is a weather plug in? Where? What is it called? How do I find it? The link above mentions nothing other than the fact that I can “build a scene”.

Wunderground weather will probably do what you need.
Searching the forum for more information is also a good idea.
I tried searching the forums first, but searching IFTTT came up with just people asking for the integration. The link you sent are not iOS apps, so I guess I’ll just have to replace my switches with WEMO switches or spend a day figuring out how to integrate the apps you mention.
Having a list of weather apps doesn’t really get me much very far in getting my question answered, but at least it is a start.

As you can tell from you search, there is no integration to IFTTT in Vera at this point.
The closest thing to IFTTT in vera world would be the PLEG plugin, available as Program Logic Event Generator in the MiOS marketplace.
I would not describe it as particularly noobie friendly, but it will do what you want to do, and it is very well supported, here ion the forum.
Presumably, you are using Vera(this is a Vera forum) to control the Z-Wave module into which the heater is plugged.
Using Vera to control the Z-Wave module based on temperature is a straightforward process that does not require smartphones or their apps or IFTTT.
You will need to install the previously linked Weather Underground plugin, so that Vera can have an idea of the weather’s state. You will then need to create two Vera scenes. One scene will trigger to turn on the module when the temperature is below your desired level. The other scene will turn off the module when the temperature goes above the desired level.
Danger: It is VERY dangerous to operate plug in space heaters unattended. All of the heaters that I have seen clearly state not to do this. Many Z-Wave modules further caution against this. Automating such a heater is very dangerous and should not be done!
