I want use datamine’s information for scenario. For example I want get information about energy consumption from datamine and if consumption increase I am notified by SMS. I don’t know how can I get the information from datamine by luup code.

If you look at the back pages of the dataMine documentation (see first post in this thread) you will see details of how to access the API and query data.
This data can then be used by a plugin to create values used as triggers - however that would require a small amount of code. Are you able to do any coding yourself?
