I realize this has probably been covered, but where can I find step by step instructions on how to create scenes? I traditionally think of myself as a pretty technical person, yet I cannot get anywhere with this. I am sure since this is one of the primary functions of a home automation controller there must be some literature out there. I can’t seem to find it. Unless I am missing something, the interface seems unusually clumsy and difficult to navigate. I am sure this is me, so I would love any help I can get.

Sigh. Yes, that's a very good description of what it is. I think MCV have deliberately tried to make it easy for the non-technical person, and have succeeded only in making it difficult for everyone. Email them and let them know. They won't change it, but the more feedback they get about the heap of turn that's UI5, the more chance that UI6 will actually have a modicum of usability.
A question about scenes - are they stored in the Vera or the devices?
I keep seeing various devices on the market that are either “scene capable” or not. If it’s the Vera storing and issuing commands, does the device need to be “capable”?
Vera stores the scenes in general. Some devices (particularly sensors) have the capability to directly send commands to other devices. This feature is really not necessary with Vera. There is a special case with remotes. Vera actually will copy the scene device commands to remotes. This allows the off side of the scene control on the remote to directly turn off devices that are turned on by running the scene.
