Is it possible with the Software to tell a Z-wave outlet to turn on when a Motion Sensor turns on.
Yes it is possible. There are several ways to achieve it but the most simple approach is with scenes. You could have a scene to turn the outlet on when the motion-sensor is tripped. You could have another scene to turn the outlet off according to your requirements. See Creating Scenes for more information.
