It does, but there are limitations on what it can resume. For example, certain streaming sources cannot resume, and some will resume, but will (re)start a different song from that which was interrupted. Some integrated Sonos devices (in sound bars or TVs) have also had trouble with both volume and resume, and this is a function of how they are electrically integrated as an embedded feature; they perform differently from standalone/pure Sonos devices.
