If I install a security items using VERA, could an external company monitor my system, meaning if I have a burglary alarm on it could send a message to a company and this company call the police, or something like that?

Vera it’s capable of sending sms and email according to your events and also take picture.
So if you get an motion sensor, and light switch and an ip camera. YOu could create a scene and attache an event to it that will turn on the light and the camera will start taking pictures for xx seconds if the motion detector was triggered.
