If it’s not activated it means that it’s not installed. There’s nothing to be done in this case.
We were having lots of problems with Vera2/UI5 upgrade. The problems seemed to be exacerbated when we installed ERGY.
However, what we determined (relative to our issue) is that if the VERA2 had previously (at any time since initial setup or last full factory reset) been configured to use the Wireless interface as WAN the VERA2/UI5 would not be stable, and the instability was exacerbated by ERGY.
Do you know if your VERA was ever configured as Wireless bridge for WAN access? Or did you ever use anything other than the default networking settings while using UI4?

I know this wasn’t directed at my, but my Vera was configured as a wireless client.
What we found with our VERA2/UI5 upgrade from UI4… Is that if we had previously configured as Wireless WAN, that once we upgraded to UI5 we were getting BOTH interfaces to bind to our router. (We found this from looking into our router logs while we were having the same problems as everyone is describing above)
We found that the only solution was to reset to factory default at which point the Network settings returned to default and after that all worked just fine.

I do not have the energy plugin nor do I think my Vera 2 was ever configured as a wireless WAN but after my upgrade to UI5, the login performance time is simply unbearable. The one workaround that I found is that when I try to first login and the “Loading” message takes forever and day on which I close the session and then reopen a new browser session, and login, the response is much faster. I have the Panasonic IP camera v1.1 and the smartphone web interface v1.0 plugins. I am not sure if I need the smartphone plugin - I use SQ remote and am not sure if this plugin is needed for that.
