GE 45612 Dimmer - Dimming works but when off slight flicker in dark

So I purchased 24 Led Recessed lighting retrofits from Costco and GE 45612 Dimmers but for some odd reason a few of them slightly flicker when off. It can only be seen when its completely dark but enough that i have to fix asap!

So for 4 lights in my living room and 3 lights in my dining room, no flicker works great even the dimmer works great

1 light on its own switch slightly flickers when off and the 4 leds in my bedroom slightly flicker when off ( the one my wife will kill me if I don’t fix asap)

These are the retrofits I purchased.

Does anyone know a fix? I wonder if the dummy load will fix my problem? Also, do all homes come with a neutral connection in the gang box? I didn’t see a 3rd wire.

I thought I saw someone else talking about it but was unable to find it again after searching.

Generally speaking, LED lighting benefits (requires?) a neutral connection, and obviously a switch that uses it. This is because the Z-Wave radio needs to be powered, so a small amount of current is always flowing.

In some cases, you may be able to get away without it, but the work-arounds come down to:

a) Putting in “enough” LED bulbs OR;
b) Using at least one regular bulb OR;
c) Adding some sort of dummy load

… all done by trial and error really.

The newer houses I’ve seen have all had neutrals in the box.

FYI, I had a similar problem for the first time. I am using the Home Depot, Commercial Electric T65 LED Trims and Leviton 600W Z-Wave Dimmers with (2) lights on one dimmer and (1) light on the other and both flickered when off. I have neutrals in my switch boxes. I went back to the thread on Dummy Loads and tried a putting back an incandescent bulb in one of the fixtures to see if it stopped flickering when off, it did. So I ran out and bought 2 candelabra sockets and 2 candelabra 10W appliance bulbs (about $10 total at Ace Hardware). I used them in the can parallel wired to hot/neutral and all is fine. I have since gone online and ordered some of the 25W 1.5K resistors since this will be cheaper and hopefully not need replacing as much as a bulb.
