Simple- but I can’t find the answer anywhere.

Does the GE 45605 require a white neutral wire?

Yes. Page 10 of the installation instructions shows the white needing a connection.

Does anyone make a receptacle that doesn’t require a neutral?

By definition all receptacles must have a neutral to connect to the load.
