Could some advise how I can configure a Fibaro FGD211 for on/off only and deactivate the dimmer function.

What is your use case? Why do wish to deactivate the dimmer function, does setting the dimmer to 0% and 100% not work for you?
Look in the fibaro user manual there is a parameter setting you can set to do that.
I’m using it to switch on and off a valve on a central heating system.
