I’m using 1.1.1183 on a Vera2, and I’ve tried this with a GE/Jasco 45606 dimmer.
If you add a Z-wave configuration variable using the Device Options → Configuration Settings dialog, the changes are not propagated to the device. To make the change, you need to exit that dialog and choose “Save” in the primary window. Then, you need to reopen the dialog for the device, choose the “settings” tab, and click “Configure Node Right Now”. This is nonintuitive.
If, instead of closing the dialog and clicking the save button, you choose to “Configure Node Right Now” without saving first, nothing will happen. If you close the dialog and then choose “Save”, all subsequent Z-wave commands result in a “Delivery Failed” or “Action Failed” message. Refreshing the page (F5) brings it back to normal (sometimes), but the variable you added will have disappeared.

EDIT: I notice that it seems like this is timing-dependent. If you don’t wait for the “Configuring Z-Wave” message to appear in the message box in the upper right corner of the display after closing the Device dialog and saving, all efforts lead to “Delivery Failed”. Also, it seems (I’m not postive about this part) that you must still choose “Configure Node Right Now” after the “Configuring Z-wave” message appears for the variables to be written to the device.
