Did a search but found nothing…
Is it possible to have my Vera3 (UI5) send an email message when it is booted or rebooted for any reason (either a power fail, scheduled reboot or manual reboot)?

You can do this from LUA, using the Startup LUA.
If you use Vera Alerts, this is builtin … plus it has the hooks to know if Vera was restarted or Vera rebooted.
