Dongle won't add/reset

Have been running with Vera since Oct. as a slave controller. I’m having some problems with one device that not always respond and wanted to change my network and make Vera my primary controller. So it could heal the network and make it more reliable.

I first wanted to reset my devices, using the Reset procedure (See http://wiki.micasaverde.com/index.php/Reset_Node)
But the dongle does not stay blinking fast. I get it to blink rapidly, but as soon as I release the button it stops blinking and turns solid and after a few seconds it goes off.
Then I checked the include procedure, and as well the dongle blinks until I release the button and tuns solid and then off.

Is the dongle defective???

In order to EXCLUDE / INCLUDE zwave devices your dongle has to be MASTER / PRIMARY CONTROLLER.
Go to Setup → Devices → Zwave Options and look at:
Role Suc SIS:YES PRI:YES
If you see PRI: YES then it mean that your dongle is primary.
If not you’ll have to make it by reseting it with “Reset Z-Wave Network” ( Note: this will delete all teh devices that are stored in the dongle and on your Vera, you’ll have to re-add all of them and recreate all the scenes !!! )

I know my Vera is not the primary controller yet.
Role Slave SIS:NO PRI:NO

Will do the Reset first and will rebuild the network.
