Is there a way of creating either a blank tile or a tile that stretches from left to right to put text in and be able to organise tiles under this tile?
No, it is not possible. The tiles are automatically populated based on your configuration from vera.

You’d have to create some sort of “Documentation” Plug In to create the tile and provide a mechanism for accepting, storing and displaying the data. Frankly I think this would be useful to document the Vera configuration in situ but it doesn’t exist and I have no Plugin writing knowledge.
