I’m guessing not, but can a US spec Z wave device be converted/configured for UK use? Specifically an Ecolink PIR.

I’m guessing not. The UK (and the rest of Europe) uses a different frequency band for Z Wave, 868.42 MHz, whilst in the USA it’s 908.42 MHz. If you tried using it, it would probably function, using a USA vera unit, but would get blasted by the next mobile phone call - the band is used by GSM/2G/3G in Europe.
Judging by the lengthy delays in new Z Wave kit getting to Europe, I’m guessing that the radio frequency is set in hardware, and not a firmware fix. So it’s unlikely that the device can be converted.
