Is there a way to connect Vera 2 to the Internet through a cell phone rather then a broadband internet connection?
Not directly. If your cell phone can serve as a WiFi access point, you could possibly make it work by setting your Vera 2 up as a WiFi client to the phone’s AP.
There are cellular routers, such as the cheap TP-LINK TL-MR3020 3G/4G Wireless N150 Portable Router, AP/WISP/Router Mode that can be used to connect your Vera to the internet via a 3/4g cellular connection. Note that a 3/4g cellular USB stick and account is required.

I use a higher end cellular router that takes a sim card (Pepwave Max BR2) if you’re looking for something a little more robust.
Keep in mind, however, that most cellular connections won’t give you a public IP, so you won’t be able to access your vera remotely via IP address.
