Am I going crazy or what - local time for forums

How do I change the local time for the forum profile? Only options i have under account settings are password and security question related.

Profile → Modify Profile → Look and Layout → Time Offset (auto detect)

It’s also possible that you won’t have access to these settings until you have surpassed a certain minimum number of posts.
