Adding Insteon Devices in UI7 2413U USB interface

I have had some success getting Insteon devices added in to vera, but the inclusion process only seems to work 20% of the time.
When adding a switch on Step 2 “Pair your device” It states

  1. Press the ‘Set’ Button on the INSTEON device to add it to the INSTEON database and the new detected INSTEON device will appear.
    OR
  2. If you know the INSTEON Device ID, enter the ID in the space below. Then click the ‘Add Device’ Button.

Number 2 never seems to work. Entering the address in the format 22.3b.bb results in no change or feedback that anything was added. Even if I have already gone through the inclusion process manually.

I had all of my switches added at one point, then one day they all went away in the UI. I know the support for Insteon is very thin here, and my best course of action is to dump Insteon and switch to zWave or Zigbee. But I have a number of these legacy devices, and can’t really swap them out all at once!

I’m on U15 with my Vera 2. A few times all my devices disappeared. I just bring my laptop near each switch and press the set button
It then shows up on the dashboard as a undefined switch. I then label it and create a scene for on and off with schedules for each scene.
