Zwave (fibaro RGBW in this case) on a switched outlet

I have a Fibaro RGBW on a switched circuit that is outside. So basically during the day, the outlet (and fibaro) doesnt have power to it. Cant be seen from the network.

BUt, at night first the outlet turns on (via my Vera) to turn on a bunch of lights, then I have a delay and the Fibaro turns on (hoping to give it enough time to reconnect to the zwave network) THis seems to be un reliable.

Do I have to have constant power to the Fibaro so it doesnt get “learned out” of the network?

Yes.

Mains powered Z-Wave devices need constant power so that they can participate in the mesh and Z-Wave routing. Turning it off can break routes for other devices and also cause the mesh to not learn routes to the device.
