X10, set preset dim level

How do we set the X10 device to preset dim level? This is a critical feature in general. Also, critical because a lot of scene controllers in X10 only respond to DIM levels (which are converted to scenes). I have messed with LoadLevelTarget and it doesn’t make anything change.
