When Vera is a secondary Controller, can it do "add controller" ?

I have an existing network with a leviton RZCPG as the primary controller.
I just got my new vera, so I have it setup as a secondary controller.

I wanted to use Vera to

  • (re)configure a leviton wall 4 button scene controller
  • so that I can use the “method 2” way to trigger vera scenes

BUT – because the vera is not the primary controller, can I do the above?
I try adding the scene controller via the USB dongle, and also via full power
mode. Neither one worked.

A more general question would be what are the limitations if I do not
use vera as the primary controller?
