If you are using all Leviton equipment, Vera should program the associations for you, and they lights should react even with Vera off.
ah… so no go on the Leviton-to-GE lamp modules 
If you create the associations directly yourself (via the Vera UI) then it should still react without Vera in the loop…but these are GE lamp modules, so you would only get on/off. I am not sure if they turn on to their most recent dim setting, full on, etc.
