VeraLite: Unit not available for assign

I bought my VeraLite (used) at Amazon.com and now I am trying to setup my unit.

I am following the Quick Start Guide, but after informing the SN and MAC, I received the following information “Unit not available for assign”.

Please let me know what should I do to solve my problem.
