If I disconnect Vera Plus from the internet … it doesn’t work properly.
Lighting a bulb takes a long time, over a minute.
The scenes work heavy with long execution times.
It is not ok that when a sensor detects movement, the bulb lights up in a minute.
What can be done?

It’s doesn’t even keep the correct time with no Internet connection so schedules dont work.
I’ll have to experiment with that some time and see what happens.
I think the lights must be on or off instantly.
Or if in a scene, if a presence sensor detects movement to turn on a light.
All this is not time dependent.
Can you recommend me a z wave controller that works without internet?
I think you will want to look at the devices you have and what you want to get first. Not all brands work well with other controllers. Example: Fibaro.
Look for local processing in some internet searching and then check those company forums. Homeseer is a known Zwave controller with a good reputation and Hubitat promises local control. I have experience with neither.
Unfortunately, what you want doesn’t currently exist with Vera. Maybe the Ezlo controllers down the road.
