My Android vera app would not allow me to set my heat temperature to less than 60 degree F on my Trane thermostat although I can do that using a PC. Is this normal?

Look into using another Vera app. There are good alternatives out there:
AutHomationHD (my app)
HomeBuddy
ImperiHome
ZHouse
My app allows for adjusting the thermostat at any temp. You can adjust the min/max setpoints in the settings of the app.
