If I buy a Vera 3 in the US which will be for US Zwave freqs and then need it for use in EU freqs, can MCV support go in and switch the freqs to EU? I read here the Vera 3 has both chips inside already.
Anybody have this experience?

No, they cannot change the frequency.
The frequency is decided by the hardware installed. A U.S. device will have a U.S. frequency radio. There is no way to change it without replacing the radio.
You can however install a USB Z-Stick with the desired frequency and use that radio instead. Also, because it is often asked; No, you couldn’t use both radios at the same time.
