Now I would like to connect an RFID using the dedicated luup plugin.
Question: can I connect both device using an USB HUB?

Should not be an issue. I know others have done it.
I’ve done it in the past, you just need to be aware that things can get screwed up if you try to draw too much power or attach too many devices. I recommend a powered hub for this reason!
I have an unpowered USB hub attached with a couple of devices hanging off it, and all works fine.
I think the limit is somewhere between 3 and 4 depending on the type of device.
Typically a USB Port is rated at 500mA. The small Hubs I use consume 100mA leaving the rest to be cut-up between each of the attached devices.
I can normally run 2x non-powered USB-Serial ports, as well as the FTDI Serial port from my Alarm system. Adding in my USB-GSM device takes it over the edge due to the current draw… mostly when I transmit stuff.
You might be able to draw more current, but it’s unpredictable what’ll happen if you do. I’ve certainly sent Vera into a tail-spin doing that.
Further to guessed’s comment the wall-wart that came with my Vera is rated at 1A, You might possibly get further if you put a meatier 12V PSU on there.
