It might help to tell us why you are worried about polling? What brand devices do you have that you say support instant status? Normally you do not have to worry about these settings and should be left at there defaults.
1. If you turn off polling on Settings-Zwave page will a device still be polled at a poll value specified in a specific devices settings?
No. If you disable polling, you disable polling.
2. What is the maximum value can you put in the 'poll this device at most..... Field? Can I put 86,400?
I don't know the answer to this.
3. If all my devices report status, why would I want a poll other than make sure it did not die?
Did you read the help about the polling setting? Polling could be used to determine if the device is still there, what its battery level is, its state if a status update was missed for any reason... Polling is an important part of the Vera system, but you can try turning it off and see how long it takes for you to notice issues.
Have you looked at the Settings tab of your individual devices? I have several Leviton devices that support Instant Status and probably others. Vera, by default, has disabled polling on those devices.
4. Is oversite/management (reduction of polling) of polling settings, a good or helpful practice? How much?
Rarely, if ever. Polling might become an issue on very large Z-Wave networks, but unless you are trying to address a specific issue, fiddling with the polling settings is more likely to be detrimental than beneficial. As @garrettwp said the defaults are usually the best option.
Everything I have installed so far provides status in its own except for two switches. Any comments on your approach to managing polling appreciated.
My approach in general is to stick with defaults for most of Vera's settings whenever possible. With regard to polling; I can't remember the last time I felt the need to adjust polling even on networks with more than 150 devices.

Anytime you create code that is inefficient or you read I/O unnecessarily you are affecting performance and response times. The reason I have asked is because I don’t know what affect polling has on performance and just want to keep my network optimized. I suspect the polling has little affect considering the data rate of z-wave but just wanted opinions.

I used Aeon and Enerwave in-wall modules.

Yes, i’ve read ‘don’t worry’ in a number of searches on this subject. I am not happy with these type of answers because many times I found the person making this statement really doesn’t know for sure and is making a assumption. Not saying that is you, just saying from experience.
