I dont understand this switch. With the Fibaro I get one object in the Vera but the Philio has 2 Load and 3 switches. Why?

It depends on how the device presents itself to Vera. And there may be a customization in Vera to map / tweak the representation.
For (some of) the Fibaro’s this may have already been done. Rather than pushing out an entire new firmware build (current version is 1.5.622), there is now a separate plug-in, named MiOS Update Utility, that will only update the device customization file.
Looking at the current customization file, it appears that Philio devices have been added. See here also.

What I found out is that I can change the commands in the settings with changing the setting 4 from 1 to 3 (decimal 1 byte). But it doesn’t work. Anyway on which “switch” should I do this:

Normally you can only set configuration variables on the parent device. This will usually have the lowest device ID of the set and show Controlled via ZWave[] on the Advanced tab.

That often means that you are trying to set an invalid variable number or out-of-range value.
Can you define the required variable number as a monitor only? Do you get a Current value after a reload/refresh? If not, try a different variable number.
What an awful, awful installation manual. The English is broken to the point of incomprehensibility. According to the PDF, it looks like the only Z-Wave parameters are at position 1 and position 2. There is no position 4.
You are right. I was mixing up PAN04 and PAN06. Seems to work now even though the error still shows up. At least the bit is finally set.
Btw. is there such an option to use a momentary switch input and just enable the load for a second?
I can do this with scenes (just switch it off after a time) but I’m not sure about reading out the state of a switch. Is this even possible or is it just the state of the load?
The Fibaro switches have a parameter which will turn the load off automatically after a set number of milliseconds. Apparently not so on the PAN0x switches.
I’ve never seen a Z-Wave switch that can report the state of the physical switch. If that’s what you want then you are in Z-Wave sensor territory.
