The default value of parameter 10 is 1. When I change it to 0 the smooth dimming and smooth on/off is disabled.
Does the value 0 increase the reliability of the device and LED bulb? Or is this nonsense.

Parameter 10 is designed for fluorescent bulbs and help make them work better with the dimmer.
As far as I know it should have no effect on LEDs, and will not make them more reliable.
