I’ve spent several hours trying to get the switches into my network and searching the web for help so I’ll post what worked for me.
My network is a work in progress but here is the basic setup:
Primary controller is a Leviton ControlThink USB stick
Vera running UI5, and 2 GE 45601 remotes as a secondary controllers
I have about 30 total switches, lamps, and appliance modules.
I wanted the 2 button controller to control a countertop light and an in-cabinet light through the local switches, both remotes and the Vera.
After several attempts of adding the switch to the network then losing local control when doing an Update Controller on Vera I determined that the associations on the VRCS2 controller are being purged during the Vera update.
Add the switch to the primary controller and include the local loads. Verify the buttons still control the lights.
To get around the update problem I deselected the check box ‘By default Vera should automatically configure devices’ on the Z-Wave Settings, Options page. This causes each node to be added to the Vera controller without any unit information.
On each individual node except the VRCS2 controller, I changed the ‘Automatically configure’ drop down to yes. This includes the individual switches that were added when the VRCS2 was added to the network. When the changes are saved, Vera will configure each node and display the correct name.
To add the switches to the GE remotes, I perform a controller update then one at a time, I put the switch in include mode (hold the button until it blinks amber), then Add the button to a key on the remote.
The process is fairly simple just be sure you don’t let Vera configure the VRCS2 controller. If that happens, exclude each switch from the network then exclude the controller from the network. Do a reset on the switch (hold down both buttons until the LEDs flash red). Add the switch to the primary controller then do a controller update on Vera.
Yep, I think it’s true in general that you should set the auto-configuration option to No when Vera is a secondary controller, for those devices that support associations.
However, getting all three devices (1 scene controller + 2 switches) to include at once, can get tricky sometimes. It seems best to have Vera close the device. If any of the switches don’t get automatically included, you can include them separately.
Also, it appears the device factory-defaults to a configuration where button 1 is associated with load 1 and button 2 with load 2. When Vera configures the devices, these defaults appear to get overwritten, so you’ll have to re-create them (or set up whatever it is you want to do with the two switches and scene controller).
What is shown as [tt]Role[/tt] under [tt]Setup[/tt] > [tt]Z-Wave Settings[/tt]?

is a hard problem stay in secondary mode for vera3 ? or can stay this way ?...
Only the primary controller can include/exclude nodes, so you'd probably want Vera to be primary (as she supports the VRCS2).
Technically, you’d have to controller shift from your current primary to Vera, to get Vera to be primary. But as a workaround, if you are running Z-Wave version 3.20, you could click [tt]Hack to convert 2.78 to 3.20[/tt] (under [tt]Setup[/tt] > [tt]Z-Wave Settings[/tt] > [tt]Advanced[/tt]) to force primary.
about leviton VRCS2-MRZ I have 2...when I added to vera3 it stops functions yours buttons in wall...
You'd need to create [i]on[/i] and [i]off[/i] scenes for each button, just like you would for other scene controllers.

Well, this really is used for migrating the database from the old Z-Wave version to the new one. However, it appears it also forces the primary role and has been used by Tech Support to do just that. Presumably, running the hack again while on Z-Wave 3.20 does nothing else.

BTW I think I found the difference with 2.78 and 3.2 version of zwave. When I had a VeraLite on zwave 3.2 and Vera firmware 1.5.346 I could include the buttons alone on the leviton 2 button scene controller ( VRCS2-MRZ) but with a Vera3 1.5.346 and zwave 2.78 I could only get the 2 buttons and scene controller behavior.

After I did the ‘normal’ include I did each button separately… Was scratching my head since I have 3 of these and 1 worked and 2 would not. Then I remembered the two that didn’t work were on a Vera 3 that I had downgraded to 2.78 for MultiWave compatibility…

I’m open again this topic because do not exists yet a complete guide to install this device and I think here in the forum we must have some questions solved and documented this will do the things good ended.
I start with:
press 2 buttons of the VRCS2 for 10 seconds…the 2 lights blinks and this is the factory reset.
press 2 buttons for 5 seconds and 2 lights blinks…this is the configuration mode
in vera3 I perform the include with full power…
I have 1 scene controller and 2 lamp controls. in this time the buttons in the device do not turn the lamps on anymore…
the lamp controls created on vera is slow to turn on the lamps…
I stop here…someone can continues ? to a happy end ?

I do not have a VRCS2-MRZ, but I have some VRCZ4-MRXs, so this might be similar.
Did you try associating the buttons to the loads directly?
For the controller:
Wrench → Device Options → Associations
Set “Group ID” = 1, and then click “Add Group” then hit “Set” and chose the first load. Scroll down and hit “Back to ZWave Options”
Set “Group ID” = 2, and then click “Add Group” then hit “Set” and chose the second load. Scroll down and hit “Back to ZWave Options”
Save and reload. This would take Vera out of the loop. This is how I configured my VRCZ4-MRX so the button controls the load directly.
