Allow to use the 868 frequency
What country are you located in? Thus, the question maybe what options are available for…?
These are the Z-Wave frequencies used worldwide: http://www.z-wave.com/modules/xoopsfaq/index.php?cat_id=2#q21
None of those frequencies are 915 or 917 MHz.
If you are just looking to avoid the 868 MHz range, it looks like you just need to avoid buying a European Vera, and get the one with the US chip in it.
But like Brientim I’m curious. Where are you?

I’m from Israel and it looks like I can only use the 2.4GHz

I also found this discussion, that suggests that Z-Wave is not certified for use in Israel: New Z-Wave products added
But honestly, there’s not a lot of information to be found on the web.
This much I do know: Vera will not work if you take out its Z-Wave chip.
Lior, looks like you are out of luck.
Sigma design (zensys), the OEM of the Z-wave chips, have an office on Isreal and might be easier and quicker to talk to them directly. The link below contains the number.

A quick look at the zwave wiki page backs up futzle’s post, there are no zwave frequencies between 915 and 917. The us frequency (908) and the hong kong (919) frequency are close but still outside the range. I guess it depends how strict the Israeli government is. You really should contact them and see if they have a problem with your gear being 2Mhz outside the allowed range.
Do note that if you buy US frequency gear the 868 frequency isn’t even there.
If your constrained to 2.4ghz then insteon or zigbee might be your only solution.
