IP Conversion made cheap

Hi there. Here is the situation. With the Vera 2, I have two IP cameras and want to expand, but I am tired of spending $55+ per camera. So I purchased a 16 channel PCI card for CCTV (see attached). I am already using a great DVR software (iSpy) and although separate, the Vera 2 and iSpy work together with very little conflict. Now I am going to be adding in 8-16 more cameras to iSpy and I would like to figure out how to get it to work with the Vera. I am thinking I will need to find a way to convert the camera feeds (via software or hardware) to a static IP but this is where I am lost. Does anyone know, or have experience on how to accomplish this?

For iSpy, I am using a computer running Windows 7 that is always on. If that helps at all.

You can use an IP server to do this, but its like $300 per camera
