Icon transparency

Hi

Can someone advice a simple tool to define the transparency of a PNG icon ?
Is it possible with Microsoft Paint (installed on my Windows 7 PC) ?

Or can someone do it for me please ? I would like to add transparency to the attached icon.

Here you are. All white pixels changed to transparent. I use paint.net which is a good, free tool with lots of plugins available.
