Failed to go into pairing mode Vera 2 GE Outdoor Plug

I am trying to pair a GE outdoor Zwave plug. When I try to pair with my Vera 2 I get a node found, unable to go into pairing mode retry.

node found… Failed to go into learning mode

I have paired 9 different Zwave devices without an issue.

The plug is 3 feet from Vera. I did a recent network repair and that didn’t work.

Any help?

Exclude the device first. Then include it.

I clicked the I added the device but it isn’t adding to the list link it tried to remove it but that didn’t work. Is that how I should exclude it?

Still having this issue. Been waiting for help from Mi Casa Verde for a week. I can’t pair this device.
