Cooper RFWC5 won't turn lights on to 100%

I just installed a Cooper RFWC5, and I program the scenes and triggers through my VeraLite. When I activate the scenes from the RFWC5 the lights won’t turn on to 100%, they turn on to about 80-90%. When I activate the scene from the VeraLite the scenes work as they should turning the lights on to 100%.
