Cooper RF9540 not responding to touch

I have about 20 of the Cooper RF9540s. All of them work, but one… It takes multiple touches to get it to turn on, and then again off. Sometimes, two, sometimes 5. Same for the blue led lights.

Any idea if this is a setting, or something I can reset, or is it just dead?

I think I have deduced that this has activated the child lockout feature. Unpaired/re-paired… now working. There’s literally no documentation on this feature… so hopefully this might help someone down the road.
