One thing that is not apparent is what firmware are you using?
The above was for UI5 and I have not tested it with UI7. Therefore, with the UI changes you may need to raise a support ticket to have MCV provide an updated process

It is all about timing
UI5.
So, I am deleting the device via the trash can icon. The UI then says Waiting for Job to Finish.
Then I reload the page, the device appears, and I do that again. I’ve tried no less than 50 times.
Perhaps I am doing something wrong, this is just driving me crazy.

I think you need to delete with the URL, rather than the trash icon for this process to work.
I’ll try that, but I don’t see how after I delete via URL, that Vera / luup restarts on its own accord. We’ll see though…
So when I delete via URL, and I restart luup - the device comes back with a new device ID.
If you delete a device from the Vera GUI, without excluding, and the device is powered on within Z-Wave network range, it will re-appear in Vera. The trash can and the delete URL will only work if the device is truly dead and/or gone from the Z-Wave network. If the device is still physically present, it must be excluded.
It sounds like the devices that you are deleting are still alive and when Vera sees them, it re-adds them to her database with the next available device ID. What about the nodeID or altid, does that also change?
Verify that you are deleting the correct devices and then verify that they are not powered(battery completely removed). If you still cannot delete them, then I would recommend a support call.
So after a lot of reading on the forums, I discovered that my unit was set to slave and no longer primary. I got that fixed and was able to remove the devices. Still, I wonder how the unit got set to slave…
