Cannot include or exclude devices

I have 65+ devices all light switches, set up on my vera 3 on the most current U15 and I cannot include or exclude any devices. There is one device that is currently unresponsive that i would like to exclude and re include.

I have tried to push the z wave button to include or exclude and nothing. I have also tried to add devices via the dashboard. Still nothing, however, once I got a message that said the vera was not the primary unit. (or something to that affect)

Thoughts?

Go to setup > z-wave > options and see what is un checked there

Unfortunately you zwave chip is not set as the primary controller and this will not allow you to include or exclude the devices. An option is to restore from a good known backup and check mark the restore zwave chip option when doing a restore.

I have a backup from the last time that I included some switches, I will try that.

Can you tell me what I did to make this controller not be the primary?
