Association doesn't work in VeraPlus

Trying to replicate my configuration from Home Assistant and setup association between TKB Dual Paddle Wall Switch TZ36D and Fibaro Double Switch 2.
Group 2 on TKB switch associated with Fibaro Double Switch 2 (FGS-223), but for some unknown reason setup doesn’t work on Vera. Although it works on Home Assistant without any issues.

Does anybody had such experience and have any tips how to solve this non optimal situation?

Now I understand why devices can’t communicate with each other.
Problem is described in http://forum.micasaverde.com/index.php/topic,39327.msg300840/topicseen.html#msg300840 topic

TKB is added in non-secure manner and Fibaro is in secure.
And it is not possible force to non-secure addition for Z-Wave plus devices in Vera controller. :-\
